It’s the simplest way to avoid the appearance of impropriety. When such gatherings take place outside City Hall without the public knowing about them, suspicions about transparency can flare up, eroding the public’s faith in government.
This week provided an example.
Five members of the Grand Junction City Council attended a luncheon hosted by the Housing and Building Association on Wednesday. That’s a quorum of the seven-member council, but the city didn’t provide public notice of the meeting.
