Councilman says Pueblo council breaking law discussing half-cent tax behind closed doors

From The Pueblo Chieftain: Pueblo City Councilman Chris Nicoll is accusing his colleagues of violating the state’s open meetings law by using executive sessions to plan a ballot question that would refigure how the city spends its half-cent tax for economic development.

Nicoll said council has been crafting in executive sessions a proposed ballot question that would tap the $40 million half-cent tax fund for recruiting primary jobs. As planned, the question asks voters to divert $25 million of that for city improvements, such as paying for street repair and new street lights.

In addition, it would earmark one-third of the half-cent revenue each year for capital improvements in the city.

Nicoll said the request to discuss the ballot question behind closed doors came from Councilman Chris Kaufman. Nicoll said Kaufman was concerned there would be opposition to the ballot issue if the information leaked early.
