Penrose parks and recreation district can’t account for financial documents

From News5 (Colorado Springs):  KOAA-TV, the NBC affiliate in Colorado Springs and Pueblo, requested financial documents be provided by the Penrose Parks and Recreation District under the Colorado Open Records Act.

Formal requests for accounting ledgers and expenditures were delivered to the following people:

Steve Schwartz (former treasurer for the Penrose Parks District)
Address: 485 B Street

Jenny Fagan (Director of Communications for the Penrose Parks District)
Address: 295 I Street

Under Colorado law, parties served with a CORA request must respond with the requested documents within 3 business days, unless an extension is requested.

Fagan and Schwartz have not responded to our request for information.

Homeowners are accusing the Penrose Parks and Recreation District of mishandling more than $1 million in taxpayer funds meant for park projects.

The alleged embezzlement may have been going on since 2008.
