Five City Council members attend luncheon in potential violation of open meetings law

The Daily Sentinel: Five members of the Grand Junction City Council attended a luncheon hosted by the Housing and Building Association on Wednesday despite the city not providing public notice that a quorum of the seven-member council would be in attendance.

According to a city spokesperson, the city did not provide public notice of the event because it was not part of a policy-making process. The city did list the luncheon, which was titled Plans and Priorities for the Future of GJ, on its calendar, but didn’t indicate City Council members would be in attendance.

Meetings of a quorum of a public board or of three members, whichever is fewer, where public business is being discussed constitutes a public meeting according to the Department of Local Affairs website. However, Colorado Freedom of Information Coalition Executive Director Jeff Roberts said it isn’t necessarily that simple.
