The Daily Sentinel: The state Legislature is likely to pass a bill that exempts contracts between public universities and student-athletes from being open to public inspection as required by the Colorado Open Records Act (CORA).
At least that’s one of the implications of House Bill 1041. The bill primarily authorizes student-athletes at Colorado colleges and universities to be paid directly by their schools. Until recently, the NCAA’s 2021 authorization of name, image and likeness (NIL) payments to athletes restricted the source of compensation to non-school entities.
But a landmark court decision last year changed that. Now the state Legislature is contemplating changes to its existing laws on NIL in response to legal settlements and NCAA rules changes that will go into effect on July 1.
