Proposition 104 promises open teacher negotiations

From 9NEWS (Denver):  In one of the more lopsided elections, the passage of Proposition 104 will now require all school districts to have open collective bargaining agreement negotiations. What does that mean for the future of the unions?

“This was an issue of transparency and we believe that secrecy is the enemy of good government,” Jon Caldara, president of the Independence Institute, said.

The Independence Institute is a conservative political thinktank that was behind Proposition 104, which passed with 70 percent of the vote.

“It tells me that Coloradoans demand open government. Coloradoans want to see what goes on in those smoky back rooms,” Caldara said.

Ken DeLay is executive director of the Colorado Association of School Boards, an organization opposed to the proposition.

“I don’t know that we have very many smoke-filled back rooms in school districts,” DeLay said. “There isn’t really even now any meaningful step taken without the public knowing.”
