Douglas County refuses to release water board candidate documents

Colorado Community Media: Douglas County continues to refuse to release documents that applicants submitted in hopes of gaining a seat on a new arm of the county government that is expected to help shape the future of water supply in a growing region.

The Douglas County Water Commission is expected to work on a plan regarding water supply and conservation, among other aspects of water in the county. It’ll consist of unpaid volunteers, according to the county’s elected leaders.

In refusing to release the applications of those who want a spot on the new entity, county officials are relying on an interpretation of state law that asserts that they can treat appointed volunteers as employees for purposes of the selection process — thereby putting the documents off limits from public-records requests made under the Colorado Open Records Act, or CORA.
