Centerra South dispute returns to court with mayor’s testimony

Loveland Reporter-Herald: Calling the Centerra South urban renewal plan “illegitimate,” Loveland Mayor Jacki Marsh testified Thursday in support of a lawsuit alleging open meeting violations by seven City Council members in the weeks before a 2023 vote on the project.

“I have signed everything that’s come before me — things that I voted against, things that I didn’t believe in,” Marsh told District Judge Michelle Brinegar in court in Fort Collins. “I’ve refused to sign every document related to Centerra South.”

The suit was originally filed in late 2023 by Loveland resident and barbershop owner Bill Jensen, who claims that seven City Council members broke the law when they signed and sent two letters in support of Centerra South to Colorado lawmakers, who were in the midst of deliberations over urban renewal legislation at the time. Both were written on city letterhead and signed by six or seven council members, excluding Marsh and Ward 4 representative Jon Mallo.
