Editorial: Greeley City Council agenda lacking

The Greeley Tribune: We’re pretty sure some members of the Weld County Council are tired of hearing from us, but we can’t let this go.

Earlier this week, the county council started a meeting with three agenda items. Then, at the beginning of the meeting, it added three more agenda items, including one action item — to approve a budget request for 2018.

It’s not quite clear if this is a violation of state open meetings law, but we certainly think it violates the spirit of the law. The Open Meetings Act requires advance notice for all meetings in which a quorum is present and some action is taken. Our position is that properly noticing the meeting would include specifying what the meeting is about.

The county council later approved the one action item: a $25,000 budget request for 2018, plus an additional $5,000 to be earmarked for legal expenses.

Council President Brett Abernathy said it amounted to a simple oversight, even though council members have debated passionately about budget and legal expenses at previous meetings. We roll our eyes a bit at the excuse somebody simply forgot to contact the board secretary to include it on the agenda.
